There are two aspects of fluid behavior that need explanation: the spreading of fluids over ground, and the rates of flow of bodies of water.
Spreading of fluids over the ground is divided into two categories, water and oil, as shown in the following table.
The Time is the time in phases for full coverage, and Area is the number of hexes covered.

Although the time for spreading may seem a little long, 75% of the area is covered in half the listed time.
